The EU Carbon Border Adjustment Mechanism entered its definitive regime on 1 January 2026. For affected importers, CBAM now includes authorisation, reporting and certificate obligations linked to the embedded emissions of imported goods.

If the underlying data flow depends on manual collection at the end of the period, compliance becomes slow, difficult to verify and highly dependent on individual employees.

CBAM is a recurring data process

CBAM covers selected goods in cement, iron and steel, aluminium, fertilisers, electricity and hydrogen. Under the current definitive regime, EU importers or indirect customs representatives importing more than the single mass-based threshold of 50 tonnes of CBAM goods must apply for authorised CBAM declarant status. Applicability must still be assessed against the detailed rules and exceptions for the specific goods and flow.

For affected imports, the business needs to connect information that may sit in several places:

  • customs declarations and commodity data
  • commercial invoices and purchase data
  • quantities, weights and country information
  • supplier and installation information
  • embedded-emissions data
  • evidence of any carbon price already paid
  • reporting and certificate records

These inputs are not normally created by one team or stored in one system. CBAM should therefore be designed as a cross-functional operating process rather than a periodic compliance exercise.

The common failure points are upstream

1. Affected transactions are not identified consistently

If goods are identified manually at the end of the period, omissions and inconsistent assessments become more likely. The process needs a repeatable way to detect potentially relevant imports and route uncertain cases for review.

2. Data arrives in different formats

Supplier documents, customs records and ERP data rarely use the same structure or identifiers. A transaction may need to be matched across an invoice, a declaration and supporting emissions information.

3. Required fields are missing

Operational documents are created to move and clear goods. They do not automatically contain every field needed for CBAM. Missing information must be detected early enough to request it from the correct party.

4. Corrections lose their audit trail

When data is copied between spreadsheets and email threads, it becomes difficult to explain which source was used, what changed and who approved the final value.

5. The process cannot scale

A manual process may work for a limited number of imports. It becomes fragile when volumes, suppliers, products and reporting requirements increase.
